            The topic being exposed in this political cartoon is how the United States government spends so much time discussing possible solutions to problems but has such a hard time actually enacting legislation.  The two main political parties in the United States tend to bicker back and forth, both with valid points they could help the nation as a whole, but ultimately, this arguing is hurting the citizens of America.  In this cartoon, it seems as if the republican elephant and the democratic donkey are arguing about whether or not Obama care should be used in the United States.   The caricature donkey used to represent the democratic party originated with Andrew Jackson.  His opponents during the election of 1828 tried to label him a "jackass" for his populist beliefs and slogan, "Let the people rule." Jackson was entertained by the notion and ended up using it to his advantage on his campaign posters.  The caricature elephant which represents the republican party  was created by Thomas Nast, a political cartoonist in the late 1800s.  The Obama Care they are rolling back and forth is shaped like a pill which shows that it is supposed to serve the purpose of healing the society, making it better and more productive.  However, they are rolling this giant pill back and forth over a man, who represents the citizens of America.  By arguing over this program that is expected to heal, these two parties are ruining society; the longer they argue, the worse society becomes.  The meaning behind this political cartoon is that instead of working against each other, the two main political parties of the United States should work together, try to agree on some issues, compromise, and move society forward instead of being stuck in the same stage arguing.
